To run PowerShell from cmd (Command Prompt) without the Start button:
Step 1: use Windows Key + R (to open the Run menu), then type "cmd" and press "Enter" (to open the regular Command Prompt).
Setp 2.a: type "powershell" and press "Enter" (to run Windows PowerShell 5.1 [which is default option for Win 10])
Step 2.b: type "pwsh" and press "Enter" (to run cross-platform PowerShell 7.4+ [if installed])
