However, after unpacking it to its own directory and going there in Total Commander,

Tried the same:
On Windows 10 the CPU usage for TC goes from 0 to 3 % for a second when I enter the directory - on Windows 7 it is only 1%

I am also using Windows Defender on Win 10 and Windows Security Essentials (same as Defender) on Win 7
