No such problem here.
Try this: In TC put the cursor on an .ico file. Then in TC's menu choose: Files -> Associate with. What is .ico files associated with on your system?
On my Windows 7 PC it is:On my Windows 10 PC it is: nothing (blank field)
In both cases I see the icons, not the associated program in TC's file panels.
In TC's Associate dialog, if you want to remove (disable) an association, you have to choose the first item in the list: [none] and click OK
